Yeah 300$ is quite cheap for a logo design + cover art.
I wouldn't charge less than 500$ for a logo design... even a lot more if you are talking about a real brand identity project.
I'd say your best bet is to find a friend to do it for you at 100$ or even free. That's what my friends do... :P
