Sure, people do it anyway. And you could too. But it's not a no-big-deal type of thing like swapping one pre tube for another.

Even if you did - you wouldnt notice much of a volume decrease.

That being said, if you want to do this anyway, you'd pull either the two outers, two middles, or two inners.

You'd have better luck reducing the apparent volume and increasing the tonal character with a different speaker/cab. Like a 1x12 with a lower-sensitivity speaker in there.
Gamma here speaks the truth. The main point being that even if you pulled four tubes and all things being equal you would still have 50 watts of power and that will still be LOUD.

Try an Epiphone Blues junior head for $100. If that's too expensive maybe it's time to unload the Triple Rect. I have three Dual Rects and love them but I still like my little Epi 5 watt head too. Even 5 watts is loud through a 4x12 cab though.
