I understand the studio is in a tough position. But it's not the client's responsibility to pay for the upkeep of equipment and instruments that are included with the session.
So, would you be okay with the studio raising their rates by $10-$15 per hour, whether you use the piano or not?

The console and the piano are the same thing.
They are not the same thing. Every session uses the console, but not every session uses the piano. They would have to factor the cost of console maintenance into their hourly rate. With the piano it's a different story...they could factor it in, or they could have their clients pay to have it tuned when needed (as this studio has obviously opted to do). It's not uncommon for studios to offer their instruments for an additional charge.

And, as has already been pointed out, piano tuning and general piano maintenance are not the same thing.

You may not like the policy, but it's not "wrong" and nobody is being "taken"...they were upfront about it when you called in.
