Get a new computer.
Mine are over 2 years old each now and I just built one at a modest price for a friend and was so jealous how quiet it ran. New CPUs run cooler, new fans run quieter, new cases are built better... it all just gets better with each generation. I wouldn't put more than $100 into modifying an old computer for noise issues without scoping out current options first.
