You could make your own wave file of, say, exactly one bar of countdown at 120 bpm. Then simply import it into a new project and time stretch it with snap-to-grid enabled. Move it to where you need it.

I've never needed anything like this. I make a midi guide track first, and there's usually enough musical clues so the singer knows exactly where they are.
