UPC to EAN and EAN to GTIN each expands with a 0 in the beginning.
The following doesn't apply in this case, but I've also had it in the past that a UPC/EAN was submited to me without the last (check) digit. There's a calculator at
UPC Database: Check Digit Calculator so if there's doubt that the number is complete/correct, enter the full code without the last digit and match the generated check digit with your last digit.
