Absolutely!

Yes, but you may not be totally happy with it... (more on this)

Just not sure how it handles these sort of things. Any insight into this would be helpful. Thanks.
The horizontal resolution of the monitors will not matter at all but if there is a difference in vertical resolution some not so great things occur.

If you maximize an application, using a main monitor with a higher vertical resolution than the other monitor(s), some of the application window will be hidden on the lower res monitor as windows (nor any video drivers I'm aware of) will NOT scale the display on a secondary monitor. If the opposite is true, (lower res used as main monitor) then the application will be seen fully but the entire screen of the secondary monitor will not be used. With monitors of equal resolution, all is well!

In your case. using the the 17" as your main monitor is probably not what your looking for but it is the way you need to set up if your going to avoid having application windows getting clipped. However, since the difference in vertical res between your two monitors is not very great, (56 pixels = 1080-1024) you may be able to get buy with it. Unfortunately, 56 pixels is more than a typical status bar at the bottom of an app or title bar at the top (which is what you'll be missing) but it's sure worth a try!
