Kind of... the filter is always switched on... but for most of the track the cut-off frequency will be 0Hz.
Just for the intro beats & for occasional drop-outs I'll automate the cut-off frequency to rise, removing the very lowest frequencies... before slamming them back. You can hear this in action in all three of these tracks assuming you have speakers that will go that low:
