That is usually the local provider as video content is usually delivered separately from audio content and has to be combined at the point of local distribution.

The CBS affiliate in our market got the sync pretty close, but added some got awful multi-channel compression that was keyed off the center channel of the 5.1 audio (the audio comes out of the truck with no buss compression).

Highly annoying!!
