Any compressed audio file format will sound like it's underwater once it's converted back to an MP3 though - the OP is exporting from garageband, which defaults to MP3 export.

GarageBand only exports to mp3 if you check the compress box and select mp3. If not it exports to either 16 bit or 24 bit aiff files depending on what you set in the preferences
