| Mixmeister is also designed to do the same thing as you described.
If you're wanting to lay it out on a timeline and not trigger loops on the fly I'd take a hard look at Acid Pro 6 or 7.
The workflow is simpler and more precise for that type thing than Ableton in my experience.
