if the cme is not plugged in via usb and instead through midi and the issue is still there you have to reinstall windows and clear out the driver cache you have something bad going on there. you can if you have an actual win xp install disc do a repair install which will clear out the drivers and only touch the windows side of things leaving all your programs still installed and all your documents and desktop stuff etc... still there. if you do have the disc make sure to uninstall any software related to the hardware first in the control panel under add remove programs. for instance anything like ati or nvidia driver uninstaller routines listed use them and anything that has a software app to control or install audio hardware like the m-audio stuff etc... uninstall those as well.
