The mounts I got are Kensingtons. They are decent and I got them from Amazon for around 70 bucks.
There are heavier ones available. The 23" Dell might be too much for the Kensington. Also, most arms and LCD monitors use a standard 4 screw mounting plate in the back. Over 20" or so I believe this changes.
My 2 arms are mounted on the back of the top shelf of my Omnirax, and the arms are sufficiently long to extend to within a few inches of my face. I beefed up the rear of the top shelf of the Omnirax so the screw clamps of the arms weren't dependant on a single layer of pressed board.
