Yeah.
I think there is a check box there that says "I Agree".
I know a guy who rented a car and didn't read the contract / agreement he signed (honestly, who does?). Well it turns out the car was "lo-jacked" and he had to pay a severe penalty for driving unsafely - at very high speeds beyond any legal limit - which was recorded by the car's "black box".
He agreed to it when he signed the rental agreement.
He didn't realize it until later when they hit his credit card with additional charges.
So people complaining about things they've previously agreed to is not that unusual.
