George is right - 64 bit is still really flaky. It's almost certainly the Presonus not having a compatible 64 bit driver which is causing the problem.

it does have a 64bit driver but must not work to well. i have a friend running the new firestudio mobile on windows7 64 and it works fine...

You will also probably find much more joy running the 32 bit version of Cubase inside your win 7 64 bit o/s - this is still the best combination due to plugin and driver compatibility and it still provides a performance boost over 32 bit o/s systems with up to 4GB ram used for Cubase as opposed to 2MB in XP32. The 32 bit version of Cubase should be able to run the Presonus driver with no problems. You will be able to run everything 64 bit eventually but it might take a while for all your ducks to be in a row.
