Not sure where it suggests that but no, the harmonic distortion shd be considered an overall dirtification of the entire signal path and so affects all frequencies equally. But (as you would expect) the level of the harmonics is directly proportional to the signal loudness. So basically, the louder the more harmonic distortion.
But boosts or cuts will indeed affect the harmonic distortion generated--the distortion section is pre-EQ. Also the Cutoff control changes the harmonics generated: with the control at max up all frequencies generate equal harmonics, while at lower settings the harmonics are attenuated with 6dB/oct above the cutoff frequency.
Does that make sense?
