How about this...
Nobama needs tax revenue right? Simply pass legislation that states that if you are caught stealing music, that you owe the record label/artist $1000 for each instance, and if you don't pay it, it goes directly on your credit report...
You set up a panel of "federal arbitrators" that review each complaint, give the accused 7 days to plead their case, and then render a decision.
The gov't could kep 25% of these fines/recovered damages to pay for it, and seeing that musicians would start making money again, then they'd have to pay income tax on it...
With people trying to preserve their credit in this rough economic time we are in, I'll bet that would make a dent in this problem...
Damn, I KNEW I should have ran for president....lol
