Interestingly, MCI figured out that if you run at 20ips you get about 80% of the low end benefits of running at 15ips and about 80% of the noise benefits for running at 30ips.
I would guess that Tim's 1" J-37's run at 18 ips because US power is 60Hz [where the EU, and most of the rest of the world runs at 50Hz].
The J-37 used AC motors [most later machines used DC motors] so the line current from the wall is what actually determines the speed of the motors on the machine.
