If everyone in the industry receives negative press for suing anyone who downloads the new Lady Gaga single, then there will be a backlash against the entire industry.
What are you going to do? Set up a vigilante organisation that has every downloader be it man, woman, or child arrested and sued? Think of how much court time that will take, and the man power required. All at the tax payers expense.
With one move you've managed to turn the whole industry into some authoritarian monster who will cripple anyone who dares steal britney's new album. The public dont like that.
