Wander down to the studio construction forums--there's a buttload of DIY info and lots of people willing to help. My little room cost under $500 to do, and all the treatments can be moved if I ever leave. You can see it
here. Ethan and Glenn and the rest of the gang were of immense help, and the treatment made a huge difference in my mixes!
