There is a name for this situation: "Spouting off catch phrases that you overheard somewhere, but don't actually understand".
"Illegal price fixing" would be if competing retailers - say, Guitar Center and Sweetwater - had secret under-the-table agreements
with each other to sell products for the same price, in order to guarantee a particular mutually-beneficial profit margin
amongst themselves.
