Toslink signal delay?

I see that markertech sells something called the DD540 digital delay.

Its purpose is not as an echo effect...rather it is used to delay the audio signals of an a/v stream so that it can sync up with video signals delayed by processing and so forth.

It sells for under $300.

Anyone know of a cheaper solution to this problem?
