No, that is not correct. Deleting folders in "Program Files" will only break things.
The preferences are to be found in the application data folder:
c:\Documents & Settings\[login user name]\Application Data\Steinberg\Nuendo


Removing preferences for Cubase, Nuendo :: Knowledge Base :: Steinberg Media Technologies GmbH
