It's an EQ that uses a choke (i.e. inductor) that is set to boost lows and gently subdue the high mids a bit. It definitely adds some color in addition to changing the frequency curve. In my tests it's gone a ways to making my TLM103 have a closer vibe to my older FET Neumanns (i.e. more thick and mellow on the more modern version).
Tim explains further here:
"To expand on the FAT function, this actually is a passive circuit that uses the reactance of a choke along with the inductance of the output transformer to acheive a subtle effect of increased low end and reduced midrange. It will be useful in taming some of the mid heavy mics around as well as adding a bit more weight in bass applications, kick, bass etc..."
