That's odd. My understanding was that the assembler just inserted NOOPs where it detects pipeline stalls. If you can fill the NOOP periods with useful instructions, wouldn't that work?
I'm not sure what your limitations are with getting at registers at that point are, though. I'm sure my lack of knowledge here is showing rather evident, but just thinking off the top of my head.
