The feedback and feedforward paths of allpass filters in the recirculation part of the reverb play no role in determining the modal density.
To the extent that the allpass filter also contributes delay (as you are pointing out) to a feedback path that is separate from it's own feedback path, it does contribute to the modal density of the containing feedback path.
