I think for pre-order customers there is no distributor needed since they plan to deliver them directly. He even asked if I woul prefer the faster but more expensive air shipping or if its ok to ship my instrument by sea with all the other ones for European Customers. One shipment will arrive in Rotterdam and from there on they its are open for suggestions, but they will offer various ways.

I think there is no distributor for Germany as well, but as I wrote, they are not concerned about finding a distributor. So I wouldn't be too upset about Arbiter.
