As an editor, I've handed over what's been called tempdubs of either Foley or FX when directors/investors want a work in progress screening, but as you said predubbs when it's going upstream to the mixer.. I think it is a grey area personally. If it didn't go on a stage, I would be leery of considering it a "proper" temp mix, but things have changed so much in the last few years, that it is negotiable.
