iPhone 3G discount is available to 1) iPhone customers who purchased before July 11
2) customers activating a new line with AT&T and 3) current AT&T customers who are eligible, for an upgrade discount which is "generally" determined by amount of time remaining on a current contract and payment history.
that's two more than just new at&t customers. note the payment history point.
