My third cent:

Hire a great local engineer to come over and evaluate the situation for you and tell you what your priorities are for fixing it. You most likely won't have enough experience with any of these conditions to understand what actually is wrong.

You might end up deciding to use an established studio for printing real drums. It will be cheaper that way after all.
