Henry, I believe the reason is AT&T pays Apple $200 for every Iphone they activate with an AT&T account. They won't give the subsidy if the customer is already under contract with AT&T, unless the contract is about to end, then the $200 Iphone is a great bribe to stay on AT&T.

So its crappy, but it makes total business sense. Otherwise the phone would be $400 for everyone as it was before. I paid that for my old Iphone, SO worth it.
