I suspect, though can't be sure because it's trying to remember something from 30+ years ago, that the 1089 is like the 8.75" version of the 1070 (which in turn was based on the eq of the 1066) where it has mic input only so the gain steps reflect that.
What may be confusing to folk not accustomed to vintage Neve modules is that the numbers on the sensitivity switch (as it was called) are the input level.... so the gain of the amplifier is that needed to raise (or attenuate) that level to a 0dBu output.
So, the 1089, in real gain terms, goes +20dB, +10dB, 0dB and -10dB
While the 1073 goes -10dB, 0dB, +10dB, +20dB.
For all intents and purposes though, the 1089 will be virtually identical to the 1073.
