Before you build, I recommend getting a copy of Rod Gervais' book, Home Recording Studio: Build It Like The Pros.

Regarding treatment, you'll want bass traps in (all 12) corners. You can use small absorbers in a checkerboard pattern to reduce reverb time in the room, but these checkerboards won't have much effect at lower frequencies. Start with the bass traps in the corners, and possibly some absorbers on stands that you can move around the room. If it's still too live then you can do the checkerboard thang. King me!
