That console is a PSM ... as in Portable Sub Mixer
They made that console in several different formats/modules including one where the gain switch rotated three times with LED's that gave the gain range of the rotation.
I think that the Neve print room finished up with about 20 different circuits for the PSM.
They are fairly rare as later, more unified, consoles like the Kelso and 54 models replaced them.
