Cubase 4 is your friend.

You can use an outboard effect send (a nice cubase feature), but you will have a tiny delay depending on your soundcard. For reverbs this is just a tiny pre-delay (not a problem)

But if you take a signal out, and into an outboard effect, and record it... while recording you will hear your latency (with say a rme card, it's almost nothing)... but, if you play it back, it's spot on (daw compensation of latency).
