OK, this is why I asked for shell measurements as well. I just measured some 16" single flange hoops I have here and they are identical to the figure you have given which takes us back to the shell dimensions. I should add that the correct shell outside diameter for your 16" is actually 15 7/8".
I have never seen or heard of hoops being out of spec BUT I have encountered numerous shells which were either out of round or the wrong diameter. If Taye are sourcing their shells from o/seas rather than from Keller then it is quite possible that that's where the problem is.
