OK, first question.......what are the diameters of the shells (try and be reasonably accurate), also, preferably take at least 3 measurements across each end.
What kind of hoops are they? Have you taken measurements to check if they're out of round. Lay them on a flat surface to see if there's any distortion.
When you say "lug screws"......are you talking about the screws which attach the lugs to the shell or the bolts which hold the hoops on, these are commonly known as "tension rods".
