I don't have the expensive, i.e. Cedar, stuff either, and I'm with you on the sound of steady noises. Most people just tune environmental noise out. Our daily world is loaded with background noise and people have an amazing ability to focus on the subject, ignoring the noise. It doesn't make sense to even try making live recordings studio quiet.
I found Sony and Waves plugins only work on steady droning noises. Even then I have to carefully tune them to get just 3dB-5dB improvement without process artifacts. For some jobs they're perfect.
