It's often (but not always) the BC184C transistors need replacing. If it's EQ only, swap them on the 284, if you don't know for sure, swap all of em.
In the absence of cool gear to trace the noisy culprit, changing all of them is the easiest alternative.
Other possible causes are the 47 ohm 0.5W resistor under heatsink on the 283 is fried and changed value or perhaps the 300/1200 toggle switch on the rear panel is noisy. I normal link this switch out or replace it.
You may even find that heaving the pcbs out and cleaning the gold contacts (I use a rubber pencil eraser for this) and then using a switch cleaning/lubricating spray on the the pots and switches might fix it.
With hindsight, I'd check in the reverse order to what I posted!
