Avoiding IS peaks and leaving half a dB of headroom is quite safe. Severe lossy coding will still make for clipped peaks, but it'll be safe in most other circumstances.

The most important thing for me is to watch the IS peak meter while doing processing. Some ways to tweak audio creates a lot of IS peaks and I prefer to avoid these at the source, rather than to slap a limiter on the end to band aid the problem.
