Hi Doozer,
the dialogue you are referring to is the FX chain configuration dialogue. You get access to any effect or plugin by double-clicking the entry in the list, or pressing the edit button in the pane on the right hand side of the list.
However, actually this dialogue is a modal alternative representation of the track that is rather for configuration than for working. You might prefer the Insert section of the mixer for quicker access. Make sure however that the instert section is not deactivated in the mixer view settings. (you configure that in the master section.)
