Question on tt-96 point patch bay

on a solder pin style 96 point tt patchbay, I can't find any info on tying the shields (pin 1) together from top row to bottom row in a half-normal configuration.(see illustration) In a multitrack out to channel/line in configuration without breaking normal......this illustration looks like it is lifting the shield without any breaking of the normal. wouldn't you just solder a 20 gauge jumper wire from top pin1 to bottom pin 1 to carry the shield when the normal is not broken...just like you have to with the ring and tip pins to create a half-normal circuit? I understand that the shield will be carried when you break normal with a patch cable inserted. any ideas ?
