You're describing a dynamic EQ - something like this

which can be used in the way you describe, by linking the channels and using the 2nd channel as the key.

Not sure if there are any software/less expensive versions...BSS also make a dynamic EQ which I think can do the same job - again, you'd need to use one side as a trigger.
