Yeah, the concepts of low end can be somewhat broad.
However, you can have $50,000.00 of "low to mid priced gear" and still be considered low end (yet still make a nice recording).
Probably better to look at, not how much gear one has but rather, the quality of the signal paths.
Someone could have a home studio with a small number each of high class pres, eq's, compressors etc runnning into a small but high quality console with a number of really nice mics in that $50,000.00 range and be what many might consider hi-end.
