It has a huge arts and music scene. it's insanely cheap (still making a comeback from the collapse of the wall). most germans speak english, so you'll be ok to learn german at your own pace.
and, in my experience germans are just great people.
oh, and it's not too hot.
seriously. you'd be crazy to not consider this city.
