Even if one said stolen, and there was no consequence of taking from the stolen bin, People would not buy. There would be no reason to. It would totally devalue the one being sold.
Try running a store and selling something at your store in the middle of the block that's being given away in every store in the block. I can guarantee you won't be in business for long.
You shouldn't overlook the HUGE fact that if someone can get something for free, they are not likely to buy it.
