Given that time stretching is a purely digital process - and the most powerful algorithmns are best implemented as an offline process rather than realtime - then obviously the most High End solution will be software, not hardware.
If the search for the ultimate time stretching software is not 'high end', I don't know what 'high end' is.
Software can be highend.
Analog hardware can be arse end.
Get over it.
