i had a computer that used to do that on very damp days... it had something to do with moisture in the AGP connector on the video... i'd then have to remove the video card turn the computer on without the video card, turn it off, plug the card in, turn it on again and do this many times until it booted correctly. after i started putting some silica gel bags inside the cpu that stopped.
